Forum on the Prevention of Money Laundering and Terrorist Financing
The Forum of the Banco de Portugal on the Prevention of Money Laundering and Terrorist Financing (ML/TF) is a space for regular dialogue between the Banco de Portugal and supervised entities to analyse and discuss regulatory and operational issues related to these phenomena.
This structure was set up to deepen an anti-money laundering and countering the financing of terrorism (AML/CFT) culture with the entities subject to the supervision of the Banco de Portugal on these issues.
In particular, the Forum aims to:
- disseminate supervisory approaches and best practices on cross-cutting issues;
- raise awareness of the sectors supervised by the Banco de Portugal on emerging risks, new grounds for suspicion, and/or types of risk related in particular to different subsectors/products/customers/other factors;
- raise awareness of the sectors supervised by the Banco de Portugal on regulatory requirements that are particularly important and/or show a low level of adequate compliance;
- identify issues and clarify understandings on legal interpretation;
- promote discussions between the sector and other interlocutors with AML/CFT responsibilities.
The Forum is composed of permanent members and invited observers.
The following are permanent members:
- the Banco de Portugal, which coordinates;
- associations representing the sector, selected by the Banco de Portugal on the basis of the representativeness of the institutional types supervised;
- supervised entities, selected by the Banco de Portugal on the basis of criteria concerning size, risk, representativeness of the institutional types supervised and rotation.
The following are potential invited observers:
- the AML/CFT Coordination Committee;
- the Central Department for Criminal Investigation and Prosecution;
- the Portuguese Criminal Police’s Financial Intelligence Unit;
- competent national authorities for restrictive measures (Directorate-General for Foreign Policy of the Ministry of Foreign Affairs and Office for Economic Policy and International Affairs of the Ministry of Finance);
- the Portuguese Securities Market Commission;
- the Portuguese Insurance and Pension Funds Supervisory Authority;
- the European Banking Authority;
- the Portuguese Institute of Registries and Notary;
- other authorities/entities.
