The Banco de Portugal will provide the Verification of Payee service to the European market, particularly to participants in the Eurosystem’s instant transfer platform – TARGET Instant Payment Settlement (TIPS).
Under the terms of the collaboration agreement established with the European Central Bank, TIPS participants will be able to use the Verification of Payee service provided by the Banco de Portugal.
The solution to be provided by the Banco de Portugal will allow European payment service providers to comply with Regulation (EU) 2024/886 of the European Parliament and of the Council as regards instant credit transfers in euro, in terms of the obligation to provide their customers with a mechanism that ensures the verification of the payee receiving credit transfers, either traditional or instant, by 9 October 2025. This solution will also comply with the technical requirements set out in the Verification of Payee (VOP) scheme of the European Payments Council.
Under the Verification of Payee service, the Banco de Portugal will act as Routing and/or Verification Mechanism (RVM) and will:
forward the requests and responses between payment service providers for Verification of Payee when the transfer is initiated;
carry out the Verification of Payee procedures, on behalf of the payees’ payment service providers, implementing the verification algorithm.
This initiative by the Banco de Portugal complements the Confirmation of Payee service made available at national level in May 2024. In Portugal, this service has contributed to reducing fraud and increasing user safety when carrying out transfers (traditional and instant).
