Description

The non-financial sector debt comprises positions in the final period of non-financial corporations, general government and households (the latter including families, sole traders and non-profit institutions serving households), relating to liabilities under the form of loans, debt securities (nominal value) and trade credits. In the case of central government it also includes savings certificates, Treasury certificates and other Treasury liabilities.

 

The information is provided with detail by debtor sector, financing sector, financial instrument and, in the case of corporations, by economic activity and size classes.

Quarterly information from December 2007 to June 2011.

Monthly information since June 2011.

The series presented as a percentage of GDP or disposable income has quarterly frequency.

Legal and institutional framework

 

Legal framework supporting the production and disclosure of statistics

Pursuant to article 13 of the Organic Law of Banco de Portugal, approved by Law no 5/98 of 31 January, amended by Decree-Laws no 118/2001 of 17 April, no 50/2004 of 10 March, and no 39/2007 of 20 February, Banco de Portugal shall ensure the collection and compilation of monetary and banking statistics, financial accounts, balance of payments and international investment position statistics, particularly within the scope of its co-operation with the European Central Bank (ECB).

 

The statistics of the non-financial sector debt follow the methodological framework of the European system of national and regional accounts (SEC2010).

Integrity

 

Access to inside information before its disclosure to the public

No external entity shall have access to Banco de Portugalís statistical information before its disclosure to the public.

Provision to the users of data on revisions and methodological changes

Banco de Portugal, whenever deemed relevant, publishes statistical press releases in its Statistical Bulletin and in its website, whenever there are revisions to statistical information, either due to changes in base information or in the wake of methodological changes.

Scope, concepts and definitions

The non-financial sector debt presented includes loans, debt securities and trade credits. In the case of general government it also includes savings certificates, Treasury certificates and other Treasury liabilities.

 

The figures presented are based on positions at the end of period evaluated at face value, excluding accrued interest. Unless otherwise indicated, it is presented for each sector the debt on a unconsolidated basis, ie, are not canceled debt positions between entities in the same sector (for example, if a company grant trade credits to another company, these are included in the total debt of corporations).

 

The information is provided with detail by debtor and financing institutional sectors, type of financial instrument, original term and, in the case of corporations, by economic activity and size classes.

 

The institutional sectors that are included in this information are non-financial corporations, general government and households (the latter including families, sole traders and non-profit institutions serving households). These institutional sectors are those that are defined in the European System of National and Regional Accounts. Further information is presented for public companies included in the general government, for public companies not included in the general government and the non-financial public sector.

Methods and sources used in the production of statistics

Data sources used by financial accounts are mainly internal to Banco de Portugal, once they come from other statistical operations developed by the Banco, namely monetary and financial statistics, balance of payments and international investment position statistics, financial accounts, securities statistics, general government statistics and central balance-sheet statistics. Internal sources provide data on a monthly or quarterly basis and their utilization makes it possible to ensure a high degree of consistency in compiling statistics of non-financial sector debt.

Monthly after June 2011 (Quarterly until this date). The series presented as a percentage of GDP or disposable income has quarterly frequency.

Schedule

Data of the non-financial sector debt are released on the 15th working day of the month following the reference month.

Revision policy

The information is reviewed on a monthly basis and incorporates all the revisions made ​​to the basic statistics.
