Rules and guidelines

The competent authorities shall disclose the texts of laws, regulations, administrative rules and general guidance adopted in the respective Member State in the field of prudential regulation, as set out in Article 144 of Directive 2006/48/EC (transposed into Portuguese law by Article 93-A of the Legal Framework of Credit Institutions and Financial Companies).

The content and the detail level of the information to be disclosed by the supervisory authorities of the European Union have been agreed within the framework of the Committee of European Banking Supervisors (CEBS).

Thus, in addition to the disclosure of relevant texts, supervisory authorities shall also publish national guidance on the recognition process of external credit assessment institutions, on the model validation and model approval, on the slotting  criteria for specialised lending transactions as well as a list of regional governments and local authorities and public sector entities treated as central government for credit risk capital requirements purposes.
