Publications

Among the main central bank payment-related tasks is the publication of data on payment systems, namely covering statistical data on interbank flows, and chiefly on instruments and means of payment used by the different economic agents.

Publications are indispensable for oversight purposes and for supplying to researchers (universities, study centres and economic agents) economic-financial and monetary analysis data. A number of publications include mainly statistics on payment systems, instruments and means of payment, at both the national and the European Union level.

The main publications are the following:

  • The monthly Statistical Bulletin of Banco de Portugal incorporates statistical data on payments;
  • The Blue Book, publication issued by the ECB/Eurosystem, contains the description of the payment systems and instruments/ means of payment in every EU country (in English only);
  • Banco de Portugal Booklets on: “Direct debits”, “Credit transfers”, “Cheques – General rules”, “Restrictions on the use of cheques” and “Bank cards";
  • Financial information: leaflets on cheques – “Basic rules”, “Modalities of issue”, “ Validity and security” and “List of cheque defaulters”.

This yearly report presents the most relevant facts and statistical data on the payment systems, as regards both large-value payments (TARGET2-PT/SPGT - the Portuguese real-time gross settlement system - and SLOD - Settlement System for Other Depositors) and retail payments  (SICOI - Interbank clearing system)
This study publishes for the first time in Portugal an indispensable working basis presenting the Portuguese retail payment system, thus filling a data gap as regards the assessment of its costs and benefits. The system is rather developed in terms of technology, accessibility, national coverage and time-saving features. Its high integration level has made it possible to offer a wide variety of payment services. The Portuguese systems stand ready for the introduction of the “Single Euro Payments Area (SEPA)".
Decree-Law No 18/2007 of 22 January, which entered into force on 15 March 2007, establishes the value date of any credit and debit entries in demand deposit accounts and credit transfers in euro in the Portuguese territory, and the respective effect on the date on which funds become available for the beneficiary.
Pursuant to No 10 of this Decree-Law, Banco de Portugal shall prepare and publish a progress report on the impact of its implementation.
The present report fulfils such provisions.
